Work relationship 1) Solid line reporting into the Senior Manger Procurement (China).
2) Business partner to Vice President of Operations, VP (AVP) of Finance, Area General Managers, General Managers and Financial Controllers for the hotels within the Procurement Region.
3) Interact closely with all departments to whom Procurement services are provided, Group Procurement Department and suppliers.
Job requirements 1) Must demonstrate a high level of honesty, integrity, and competence in all dealings.
2) Ensure adherence to established Group and Regional contracts.
3) Ensure Compliance by the assigned hotels of Group Policy and Procedure.
4) Provide Governance to hotel Procurement Activities through performing Hotel Procurement Review (including but not limited to Cost Performance, Policy Compliance, Fraud Prevention & Detection) 5) Reduce the overall costs of business while maintaining established quality standards and service levels.
6) Drive key suppliers development for China Procurement.
7) Drive Procurement competency and capability building.
8) Assist in procurement resourcing for new hotel openings in the Procurement Region.
9) Succession plan building and execution in terms of talent development, work rotation and penetration for all procurement levels.
Job Responsibilities 1) Support work of Senior Manger Procurement (China).
2) Provide professional coaching and technical guidance to the Procurement teams in the Region.
3) Establish consistent product specifications with the operating departments for all regionally and locally purchased products and services.
4) Ensure item descriptions in the systems follow the corporate CPM structure standard.
5) Obtain in-depth knowledge of the suppliers in the Region and their products.
Assess and evaluate the performance of suppliers relating to product cost, quality, on time performance, completeness of an order, credit worthiness etc.
6) Drive key suppliers development for the China Procurement.
7) Closely engage with key suppliers on new products and market trends, encourage suppliers to develop new products, packaging, and services to meet our needs.
8) Work closely with Group Procurement Department to align established sourcing strategies and execution procedures.
9) Assist hotels in controlling and reducing inventories via proper Procurement process.
10) Work closely with Group Procurement Department and other functional departments to ensure that corporate standards and procedures are followed.
Recommend changes, additions to corporate standard.
11) Issue purchase orders for Regional Offices.
12) Direct and supervise importation / handling customs duty and clearance.
13) Be familiar and abide by the requirements of ISO 14001, ISO 22000, HACCP, CSR, the hotels Environment Management System (EMS), Food Safety and other Hotels certified standards as applicable.
14) Collect and share Procurement best practices within the One Procurement (Hotel, Area, Region, Group) network.
15) Responsible for ensuring certain implementation of Best Practices and training of Procurement staff.
16) Support Group / Area Procurement department in establishing and executing area contracts.
17) Support Group / Area Procurement department to conduct HEOS and mockup room order list for new hotel opening.
18) Support Group / Area Procurement department to conduct strategic plan and datum analysis in the Region, review prices rationalization from CPM/SCM Reports.
19) Submit procurement reports to Senior Manger Procurement (China).
20) Engage with Internal Audit to address gaps and build Procurement competency and capability.
21) Provide prices rationalization wherever needed.
22) Ensure Shared Service Portal (SSP) and Supply Chain Management (SCM) systems function efficiently and effectively in the Regional Offices.
23) Establish KPIs for procurement team and evaluate at year end or where needed as instructed.
24) Provide professional coaching and mentoring to procurement team where needed as instructed.
25) Go on hotel visitation, supplier visitation, forums, exhibitions, or seminars when needed as instructed.
26) Other ad-hoc work and instructions dispatched by Senior Manger Procurement (China).
